This is some of the free software infrastructure. We have all used these to create software. It is not “end-user” software; they are tools for development. We write some of these tools ourselves; sometimes we use tools written by others. They have been handed down over decades.
You could say that our input is sometimes coffee, and our output is sometimes end-user software.
